Dartain, an erudite studying in Neriak's library, has explained to me that the skull I hold onto is part of the remains left on Norrath after Vazaelle the Mad was elevated by Cazic Thule to be the goddess of the demi-plane of madness. He believes we may possibly meet again.
Defeat Dartain in a magical duel, and speak with him about the skull.

Speak to Dartain about the runed skull.
Return to the Turmoil Cemetery, and summon Qurst using the skull of Vazaelle the Mad.
Return to the Turmoil Cemetery and summon Qurst with the skull.
Speak with Qurst about the skull.
Qurst's treachery must be repaid with his death. Defeat his undead minions and take the skull back!
Return to Tohsa. Now that I've defeated her teacher, she may wish to speak with me. At the very least, she'll be interested in the skull.
Speak to Tohsa B'hondus in the Academy of Arcane Science. She will wish to know about her former teacher. (in The City of Freeport)
Tohsa wishes me to gather the four fangs of Vazaelle's remains.
Find the sarnak betrayer who has possession of one of Vazaelle's fangs. Tohsa believes his spirit may reside in an ancient Chardok prison.
It is said that the dracurion keepers may possess special crystals allowing them to see a treasure hidden at the Temple of the Red Lord. Tohsa has found out that this treasure is likely one of the fangs you seek.
The temple sentinels found at the Temple of the White Lady sometimes carry magic shards which enable those who possess them to see a hidden treasure at the temple's center. Tohsa is certain this treasure is one of Vazaelle's fangs.
Find the iksar necromancer who retains possession of one of Vazaelle's fangs. Tohsa believes his remains lie in the Crypt of Agony.
Return to Tohsa with the four fangs.
Return to Tohsa with the four fangs you have taken. (in The City of Freeport)
The upper and lower spines of Vazaelle were broken apart by Venril Sathir. One was given to his wife, and the other stored away in a vault.
Tohsa's research indicates that the lower spine may be kept inside an ancient vault.
Vazaelle's upper spine was given to Venril's queen as a specimen for her necromantic research.
Return to Tohsa and bring her the two halves of the spine.
Return to Tohsa with the two spine segments. (in The City of Freeport)
Tohsa needs two binding agents, an iksar necromantic orb and a strong muscle structure to help hold things together.
Obtain the sinew from a royal sarnak for use in the final spell. Tohsa is unsure of the exact location, but believes I should start my search in Chardok.
The last piece needed for the combination will be a necromantic orb owned by a powerful iksar necromancer.
Return to Tohsa with both the orb and the sinew.
Return to Tohsa with the last two components. (in The City of Freeport)
