Effects:
Hypnotic Defense
When Equipped:
• When damaged with a melee weapon this spell has a 5% chance to cast Hypnotic Defense on target's attacker. Lasts for 10.0 seconds. This effect normalizes based off of a three second triggering event.
• Mesmerizes target
• Dispelled when target takes damage
• Only affects targets level 98 and below
• Does not affect Epic targets
• Resistibility increases against targets higher than level 98.
